On Tuesday, September 29, 2015, the Senator Judiciary Committee-led by Chairman Senator Greenleaf and Minority Chair Senator Leach-held a hearing on Senate Bill 851 Safe Harbor. Members of law enforcement, non-governmental organizations, and the general public attended the hearing. CSE Institute Director, Shea Rhodes, Esq., Yasmin Vafa of Rights4Girls, Jamie Manirakiza, Director of the Salvation Army’s New Day to Stop Trafficking Program and Lisette McCormick of the Interbranch Commission on Gender, Racial, and Ethnic Fairness provided oral and written testimony in support of Senate Bill 851. Delaware County DA Jack Whelan and Assistant District Attorneys Pearl Kim (Delaware County) and Jane Kim (Montgomery County) provided testimony in opposition to Senate Bill 851 on behalf of the Pennsylvania District Attorney’s Association. Following all testimony, Senator Greenleaf thanked the speakers for their perspectives and indicated his desire to bring the bill before the Senate for a vote.
