On June 9, 2015, anti-sex trafficking advocates gathered in Harrisburg to support Senate Bill 851 – “Safe Harbor,” a bill that proposes strong protections for child victims of sexual exploitation. CSE Institute Director Shea Rhodes, CSE Institute externs, and other volunteers joined Women’s Way and the Philadelphia Anti-Trafficking Coalition for a day filled with advocacy and action.
In team groups, the supporters met with Senators who represent districts from all over the Commonwealth. During each meeting, the teams explained the content and goals of S.B. 851, discussed the critical need for this legislation in Pennsylvania, and sought co-sponsorship from the Senators. In the afternoon, Senator Greenleaf and Senator Leach, who jointly introduced the bi-partisan bill in May, hosted a press conference. They, along with other speakers, including CSE Institute Director, Shea Rhodes, shared insightful and inspiring remarks.
The resounding message of the day was clear: there is no such thing as a child prostitute. S.B. 851 aims to protect children and recognizes that they are victims, not criminals. It is time for Pennsylvania to try a new tactic to combat sex trafficking.
