The CSE Institute proudly announces the appointment of Ms. Shea Rhodes, Esquire as founding Director. Ms. Rhodes has extensive experience combatting the issue of the commercial sexual exploitation in Pennsylvania.

Presently, she serves on the Board of Directors for Dawn’s Place, sits on the Oversight Committee for the Project Dawn Court, and is a leading member of Philadelphia’s Anti-Trafficking Coalition and the Pennsylvania Anti-Human Trafficking Advocacy Work Group.

In addition to providing technical assistance and policy guidance, Ms. Rhodes frequently conducts training for both adults and youth on the issue of human trafficking. She serves as a certified Human Trafficking trainer for the Municipal Police Officers Education and Training Commission, and she participates as a youth instructor for Philadelphia Police Department’s CHEERS Program. Moreover Ms. Rhodes has delivered numerous Continuing Legal Education seminars on human trafficking in the Greater Philadelphia area.

Prior to joining the CSE Institute, Ms. Rhodes served as a Philadelphia Assistant District Attorney from 2003-2012. While at the Philly DA’s office, she developed and administered Project Dawn Court, a diversion program for victims of CSE who have been repeatedly charged with the crime of prostitution.
